Financing Short-Term Rentals in Arcadia and the Camelback Corridor

TL;DR: Arcadia and the Camelback corridor in Phoenix are popular with STR investors for their central location, mountain views and older single-family homes, many without an HOA. A business-purpose DSCR loan can qualify on the home's income once the Phoenix STR permit and Arizona TPT license are in place. Renovation plans affect which loan fits.

Why Arcadia and the Camelback corridor attract STR investors

This part of Phoenix sits between central Phoenix and Scottsdale, with Camelback Mountain trailheads, restaurants and shopping nearby. Guests get quick access to both cities, the airport and resort areas. The neighborhoods are known for mature landscaping, larger lots and midcentury ranch homes, many with pools.

Demand comes from hikers, couples and families visiting for the season, golf travelers who want a central base, and guests attending events across the Valley. As with the rest of the metro, winter and spring are strongest and the hottest weeks are slower.

Older homes, fewer HOAs, more renovation

Many Arcadia-area homes were built decades ago and are not in an HOA. That removes one of the biggest STR risks in the Valley. It also means many homes need work. Investors often buy, renovate and then list, which raises a financing question: a DSCR loan is designed for a property that is ready to rent, not one that is mid-renovation.

A common path is a short-term loan for the purchase and renovation, followed by a DSCR rate/term or cash-out refinance once the home is finished, licensed and booking. Our DSCR vs hard money comparison and rate/term refinance page explain that sequence.

Phoenix STR rules that affect financing

Phoenix requires a short-term rental permit from its Planning and Development Department (City Code § 10-195). The city prohibits renting or advertising an STR without a current permit, and the permit number has to appear on every listing. Per the city's published rules, the fee is $250 for the initial permit and for each renewal. The application asks for your Arizona TPT license, registration of the rental with the Maricopa County Assessor, an emergency contact, and a certified-mail notice to neighbors and nearby registered HOAs or neighborhood groups.

For a DSCR file, that means the lender wants to see the permit, or at least your application status, before it relies on short-term income. Plan the permit into your closing and first-booking timeline. Rules change, so confirm the current requirements with the city before you buy.

Reading Arcadia STR income

Lenders use payout history, a market-data estimate or long-term rent. Because central Phoenix also has strong long-term rental demand, a renovated Arcadia home may produce a workable ratio even on long-term rent, which gives you a fallback if short-term plans change.

Example with user-style inputs: after renovation, a program accepts $6,500 a month of averaged payouts on a four-bedroom pool home, and the full payment is $5,100. The ratio is 6,500 / 5,100 = 1.27. On long-term rent of $4,600 the ratio would be 0.90. Run your numbers in the STR DSCR calculator.

Neighbor relations matter here

Arcadia is a residential area with long-time owners, and Phoenix requires notice to neighbors before your first rental. Noise, parking and occupancy issues can lead to complaints and, under city rules, actions against the permit. A well-managed listing protects both the income and the loan that depends on it.

Questions to answer before you buy in Arcadia

  • Is the home rent-ready, or will it need a renovation before it can compete as a short-term rental?
  • Is there an HOA or deed restriction, even in an older subdivision?
  • Is there a guest house or ADU, and when was it permitted?
  • Does the ratio work on long-term rent if you later decide to lease the home instead?

The state law behind every Valley STR

Arizona Revised Statutes § 9-500.39 bars cities and towns from prohibiting vacation and short-term rentals. Cities may still require a local permit or license, an emergency contact, neighbor notification and compliance with health, safety, zoning and nuisance rules. The statute does not override private restrictions: an HOA's CC&Rs or a condo declaration can still limit rentals under 30 days. Read the community documents before you rely on STR income.
