What drives downtown Phoenix STR demand
Downtown Phoenix is the Valley's business and event center. The convention center, professional sports arenas, concert venues, government offices, a growing university presence and nearby historic districts draw a mix of business travelers, event-goers and weekend visitors. Light rail connects downtown to Tempe and the airport area.
Demand here is less seasonal than in resort areas because conventions and events run through much of the year, though summer is still quieter. Guests tend to stay shorter, in smaller groups, and value walkability over pools.
Property types: condos, lofts and historic homes
Downtown properties include high-rise and mid-rise condos, converted lofts, and small bungalows in nearby historic neighborhoods. Each brings different financing questions:
- Condos and lofts. The lender reviews the whole project: rental rules, investor concentration, whether the building operates like a hotel, and association finances. Some buildings prohibit rentals under 30 days.
- Historic homes. Usually no HOA, but historic district rules may affect renovations. Older systems can affect insurance.
- Small multi-unit properties. A 2-4 unit property with one or more STR units may qualify for DSCR financing; the lender will look at each unit's income method.
Phoenix STR rules that affect financing
Phoenix requires a short-term rental permit from its Planning and Development Department (City Code § 10-195). The city prohibits renting or advertising an STR without a current permit, and the permit number has to appear on every listing. Per the city's published rules, the fee is $250 for the initial permit and for each renewal. The application asks for your Arizona TPT license, registration of the rental with the Maricopa County Assessor, an emergency contact, and a certified-mail notice to neighbors and nearby registered HOAs or neighborhood groups.
For a DSCR file, that means the lender wants to see the permit, or at least your application status, before it relies on short-term income. Plan the permit into your closing and first-booking timeline. Rules change, so confirm the current requirements with the city before you buy.
Reading downtown STR income
Event-driven demand can make monthly payouts uneven. Twelve months of statements gives the lender, and you, a realistic average. For a new listing, programs may accept a market-data estimate or use long-term rent; downtown has an active long-term rental market, so the long-term number is worth running as a fallback.
Example with user-style inputs: a lender averages $3,400 a month of payouts on a one-bedroom loft, and the full payment including HOA dues is $2,600. The ratio is 3,400 / 2,600 = 1.31. With long-term rent of $2,100 it would be 0.81. See STR vs long-term rental DSCR for how to weigh the two.
Building rules and guest access
In secured buildings, guest access, parking, package handling and elevator reservations can all be governed by association rules. Some buildings require registration of all occupants. Confirm the process before you list; an association that fines owners for guest issues can make the plan unworkable.
Questions to answer before you buy downtown
- Does the condo declaration allow rentals under 30 days, and has the association discussed changing that?
- Would the building pass a lender project review, or does it operate like a hotel?
- How do guests get in, park and register under building rules?
- Does the unit cover its payment, including HOA dues, on long-term rent as a fallback?

The state law behind every Valley STR
Arizona Revised Statutes § 9-500.39 bars cities and towns from prohibiting vacation and short-term rentals. Cities may still require a local permit or license, an emergency contact, neighbor notification and compliance with health, safety, zoning and nuisance rules. The statute does not override private restrictions: an HOA's CC&Rs or a condo declaration can still limit rentals under 30 days. Read the community documents before you rely on STR income. Our Valley STR market hub covers the state framework in more depth.
