Financing Short-Term Rentals in Old Town Scottsdale

TL;DR: Old Town Scottsdale STRs are mostly condos and townhomes, so the condo project review matters as much as the rental income. A business-purpose DSCR loan can qualify on the unit's income if the building allows rentals under 30 days, the Scottsdale STR license and TPT are in place, and the project fits the lender's guidelines.

What makes Old Town different

Old Town is Scottsdale's walkable core: restaurants, bars, galleries, boutiques and the downtown spring training ballpark within a short walk or ride. Guests here often skip the rental car. That convenience drives demand from bachelor and bachelorette groups, spring training fans, art and food weekends, and couples on short trips.

The property mix is different from the rest of Scottsdale. Instead of large single-family pool homes, Old Town offers condos, townhomes and smaller attached homes. That shifts the financing questions away from the house and toward the building.

Condo project review comes first

A lender reviewing an Old Town condo looks at the whole project, not just your unit. Common questions include:

  • Do the condo declaration and rules allow rentals under 30 days?
  • Does the building operate like a hotel, with a rental desk, mandatory rental pool or front-desk services?
  • What share of units are investor-owned or short-term rentals?
  • Is any single owner holding a large block of units?
  • Is the association in sound financial shape, and is there any litigation?

Answers that look like a hotel can push a project outside many DSCR programs. Send the building name early so we can check before you write an offer. The HOA and condo guide explains these reviews in more detail.

Scottsdale STR rules that affect financing

Scottsdale requires an annual vacation and short-term rental license for each property rented for less than 30 days (City Code Chapter 18, Article IX). Per the city's published information, the fee is $250 per property per year, neighbors must be notified within 30 days of licensing, and operators must carry at least $500,000 of liability coverage. You will also need your Arizona TPT license and an emergency contact who can respond at any hour.

Lenders that accept short-term income typically ask for the license, or proof you applied, and an insurance policy that covers STR use. Because the liability minimum is part of the city process, line up an STR-specific insurance quote early. Confirm the current rules with the city before you buy.

Reading Old Town STR income

Old Town demand tends to concentrate in the cooler months and around events, with quieter summer weeks. Lenders reading actual history usually want 12 months to capture that cycle. For a new listing, a market-data estimate may be accepted by some programs; others will use long-term rent, which for a small condo may be modest.

Example with user-style inputs: a lender averages $3,600 a month of payouts on a two-bedroom condo, and the full payment including HOA dues is $2,800. The ratio is 3,600 / 2,800 = 1.29. Note that condo HOA dues are part of the payment in the ratio, so higher dues lower the DSCR. Test it in the calculator.

Practical considerations for Old Town hosts

Parking, noise and guest behavior matter more in dense, walkable areas. Scottsdale's nuisance rules apply to STRs the same way they apply to other homes, and the city can act against operators with repeated violations. A suspended license would undercut the income your loan relies on. Clear house rules, good neighbor relations and responsive management protect the asset and the financing.

The state law behind every Valley STR

Arizona Revised Statutes § 9-500.39 bars cities and towns from prohibiting vacation and short-term rentals. Cities may still require a local permit or license, an emergency contact, neighbor notification and compliance with health, safety, zoning and nuisance rules. The statute does not override private restrictions: an HOA's CC&Rs or a condo declaration can still limit rentals under 30 days. Read the community documents before you rely on STR income. Our Valley STR market hub covers the state framework in more depth.
